Subject: Request for Information (RFI) – Vehicle and Equipment Maintenance 

Background:

Throughout the Contiguous United States (CONUS) the Logistics Management Directorate (LMD) must be ready to respond with minimal launch time, therefore it is essential that the LMD's Contiguous United States National Fleet Equipment (CNFE) is always Fully Mission Capable (FMC). This often means operating in austere or hazardous conditions which may result in the damage to fleet equipment. When this occurs, it is critical that equipment is returned to an FMC status as soon as possible to continue the response effort.

Objectives:

For Market Research Only - FEMA is seeking information regarding vendor capabilities for providing personnel to perform required services for LMD's CONUS Fleet Equipment at four (4) different Distribution Centers (DC).

1)    DC Atlanta, 3780 Southside Industrial Ct., Atlanta, GA 30354

2)    DC Fort Worth, 501 W. Felix, Fort Worth, TX 76115

3)    DC Greencastle, 12879 Molly Pitcher Hwy, Greencastle, PA 17225

4)    DC Tracy, 1547 East Grant Line Road, Tracy, CA 95304

Scope of Services:

The required services may include, but are not limited to:

Routine preventive maintenance (e.g., oil changes, tire rotations, fluid checks)

Mechanical and electrical repairs

Inspection and diagnostics

Emergency breakdown response and towing services

Fleet management and reporting tools

Parts and components replacement

Any other related services you may offer

Questions to the Industry:

Is the industry geared towards providing general or specialized maintenance?

What qualifications and certifications are required to provide maintenance and repairs on a diversified fleet that may consist of heavy and light duty vehicles, trailers, water tankers, and MHE, and other warehouse equipment?

Which has a greater importance; experience of a mechanic or their qualifications and/or certifications?

How do you ensure that mechanics are trained and qualified to maintain a diverse fleet, including heavy and light-duty vehicles, trailers, water tankers, MHE, and other warehouse equipment?

Has the industry experienced a drop in the number of qualified mechanics available that can pass a background check?

What is your company’s ability to recruit and retain staff that can pass a background check?

What steps do you take to minimize disruptions to the contract due to staff turnover, and how do you manage staffing levels?

Do you retain your own employees, or do you sub-contract all of your work?

Do you have in-house capabilities or third-party arrangements for emergency repairs and recovery of equipment, particularly outside of standard maintenance locations?

What is your approach for managing recovery operations for equipment that breaks while in use?

Have you experienced any issues related to parts availability or supply chain disruptions? If so, how do you manage the procurement of parts to ensure timely repairs?

What is your mitigation plan regarding current tariff potentially affecting imported parts need for repairs?
