NOTICE OF INTENT

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract to Touch Legal Inc, 2777 Cleveland Ave., Suite 112, Santa Rosa, CA 95403. Under the authority of FAR 6.302-1(b)(1) Only one responsible source and no other supplies or services will satisfy the agency’s requirements. The requirement is for delivery to 2 locations.

Location 1: Military Correctional facility Miramar Way, San Diego, CA 92145-2135 Procurement of (10 Kiosk and 10 mounts) 17-inch monitor, touch screen kiosks with Windows 10 and LexisNexis installed in each. The Kiosk must be designed to only accept a LexisNexis hard-drive via a special access door that automatically installs LexisNexis on the Kiosk. Each Kiosk must come with a mounting bracket for wall or desk mounting. There must be 1 year of unlimited maintenance and 4 LexisNexis law library updates included.

Location 2: Naval Consolidated Brig Miramar Detachment Pearl Harbor, HI 96860-5810 Procurement of (4 Kiosk and 4 mounts) 17-inch monitor, touch screen kiosks with Windows 10 and LexisNexis installed in each. The Kiosk must be designed to only accept a LexisNexis harddrive via a special access door that automatically installs LexisNexis on the Kiosk. Each Kiosk must come with a mounting bracket for wall or desk mounting. There must be 1 year of unlimited maintenance and 4 LexisNexis law library updates included. The contractor must provide custom interface with lock down computer access, where inmates are only allowed to do legal research without access to other parts of the computer and it operates on an isolated closed loop with no internet access. The anticipated award date of this action is on or before August 30th, 2025. The applicable NAICS code is 334118. 

This notice of intent is not a request for competitive proposals, and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order. Capability statements are due by 09:00 AM Pacific Standard Time (PST), August 1st, 2025.
