Acquisition Planning
The U.S. Army, 409th Contracting Support Brigade (409th CSB), Theater Contracting Center- Unit 23163, APO, AE 09227-3163, intends to award a sole source action for the continuation of contract services for Germany wide installation security services in support of the U.S. Army Garrisons (USAG) throughout Germany. Contract services are currently performed under the Germany Wide Installation Security Services (GWISS), W564KV-19-D-0002. Contract security services include armed guard services, access control (physical security), walking and roving patrols, monitoring of intrusion detection systems (IDS), providing explosive detection dog (EDD) teams, and operating vehicle x-ray equipment. The estimated value of this sole source action is $99.9M and the ordering period is up to nine (9) months with a six (6) month base ordering period and an optional three (3) month ordering period. This sole source action allows the Government sufficient time to resolve the Germany Wide Guards (GWG) GAO protest received for W564KV24DA001 (Solicitation W564KV23R0050) and any, if necessary, corrective action.

BACKGROUND:
The incumbent contract, W564KV-19-D-0002, task orders expire on 31 August 2025. The U.S. Army has completed the source selection for the follow-on contract. The solicitation for the follow-on contract, W564KV-23-R-0050, was issued on 26 September 2023 using competitive procedures promoting full and open competition and all responsible sources were permitted to compete. Award was made on 30 August 2024, however, the award has since been protested and is currently under protest. Currently, the Government anticipates to proceed with following the GAO protest process, however, the protest period will not end prior to when this sole source action is needed.
The sole source action is required to prevent a lapse in service from 1 September 2025 through 28 February 2026 with the option until 31 May 2026. The Government contemplates a sole source action with the incumbent as the size and complexity of the requirement necessitates a six (6) month phase-in period due to the required weapons license, U.S. Army certified EDD teams, guard training, recruiting, and labor contracts required to source the 1,500 plus guards required to support all of the guards’ services required by IMCOM-E. The incumbent contractor, Pond Security Services GmbH, is the only source capable of beginning performance immediately to meet the Government's needs without a significant and unallowable break for the mission essential security services to guard the USAGs through Germany.
SUBMISSION REQUIREMENTS:
The anticipated sole source action will be in accordance with FAR 6.302-1. This Request for Information (RFI) is issued to meet the requirements in DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d). This RFI is not a request for competitive proposals, however, responsible sources who submit a capability statement or proposal within 15 days after the publication date of this RFI will be considered by the Agency. A determination by the Government to compete this contract requirement based upon responses to this RFI is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
It is a notice to determine if a comparable source exists and outlines the Government’s intent to contract on a sole source basis. Interested sources shall submit their written capabilities to execute the requirements above and include their plan to start full performance by 1 September 2025. Written response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and can avoid a break in service for the security services within USAGs throughout Germany. All responses shall include Company Name, Cage Code, Company Address, Company Business Size, and Points of Contact including name, phone number, and e-mail address.
Detailed written capabilities must be submitted by email to thomas.w.dragolich.civ@army.mil and stephanie.l.delosreyes2.civ@army.mil in an electronic format that is compatible with Microsoft Office 2016 applications (MS Word), no later than 8 a.m. Central European Summer Time (CEST) on 28 July 2025.
