The Naval Surface Warfare Center Panama City Division, FL (NSWC PCD) intends to award a sole source, firm fixed price purchase order using simplified acquisition procedures to Northrop Grumman Systems Corporation (NGSC) for the Generalized Automatic Target Recognition (GATR) Software Development Kit.
