Description


The NAVSUP Fleet Logistics Center (FLC) Pearl Harbor, Regional Contracting Office is issuing this announcement to identify potential sources who would be interested in performing packing, containerization and local drayage via domestic and international Direct Procurement Method (DPM) personal property shipments in the state of Hawaii, on the island of Oahu, beginning on or around 1 January 2026.


The packing, containerization and local drayage services is potentially a contractual arrangement for a contractor to furnish all personnel, equipment, facilities, supplies, services and materials for the preparation of personal property of Department of Defense (DoD) personnel for shipment and/or storage and related services. The contracting office has included, as part of the sources sought, a DRAFT copy of the Performance Work Statement (PWS), which is based on Defense Transportation Regulation (DTR) 4500.9-R-Part IV, Personal Property to include Attachment G1 through G7.


Tasks may include pre-move surveys, weighing, preparation, packing, loading and containerization, securing, tagging, inventorying and making packing list, appliances, containers and vehicles, marking exterior shipping containers, storage, unpacking/unloading, preparing loss and damage reports, and providing documentation and reports.


The contracting office is considering the issuance of a single solicitation with the expectation to award separate Indefinite Delivery Requirement (IDR) type contract for the following service areas:

  • Schedule I (Outbound Services)
  • Schedule II (Inbound Services)
  • Schedule III (Intra-City and Intra-Area Moves)

Period of performance for this award is expected to include one (1), twelve (12) month base and four (4), twelve
(12) month option years, with the inclusion of FAR clause 52.217-8, Option to Extend Services, up to six (6)
months.


The Government is not soliciting offers currently. The Contracting Officer will determine which suggested
changes, if any, are accepted. This is a sources sought notice to gain knowledge of potential qualified sources. A
solicitation for this requirement is not currently available.

The Government will not reimburse interested parties for any costs associated with providing information in response to this notice or any follow-up information requests.
