Pursuant to FAR Subsection 13.106-1(b), the Federal Highway Administration (FHWA) intends to negotiate a single source purchase order with the MITRE Corporation, SAM.gov Unique Entity ID: DMHDNDCPWUD1 to complete the development and continue technology transfer of the VOICES distributed testing platform out of federal government.
This project uses products previously and uniquely developed under U.S. Department of Transportation contract 693JK419C600002. Under this contract, MITRE Corporation developed the initial proof-of-concept VOICES distributed testing platform. However, that project built only a proof-of-concept demonstration, not a production capability. This project will mature the platform to begin fully transitioning it out of federal government and ensure it is cybersecure, reliable, and able to receive user fees. This current requirement is necessary to comply with the 2000 memo signed by former Transportation Secretary Elaine Chao that “a main tenet of the vision of VOICES PoC is that VOICES Federal partners will not host, sustain, or maintain VOICES PoC after its completion.” Without this project, the VOICES platform cannot become financially self-sustaining as dictated by the 2000 memo.
No other source has the source code to mature the VOICES distributed testing platform for market readiness. This is necessary for the platform to be technology transferred out of federal government.
The intent of this notice is not to request competitive quotes or proposals, and any information received from interested parties will only be considered solely for the purpose of determining whether a competitive procurement should be conducted. However, interested parties may submit a description of their firm's capabilities for satisfying this requirement, which demonstrates they possess the ability to successfully perform this effort.
