COMBINED SYNOPSIS/SOLICITATION NOTICE DESCRIPTION DETAILS The Department of Veterans Affairs (VA), Miami VA Healthcare System, Network Contracting Office 8, is performing market research with the intent of soliciting offers and awarding a lease with sufficient rentable square footage to yield 17,400 contiguous ABOA square feet of Medical Office and related space in Homestead, Florida. The space shall have a minimum of 150 parking spaces available. A lease up to 10 Years will be considered. New and Existing buildings will be considered. However, if not a newly constructed building, the space offered shall be in a Building that has undergone modernization, or adaptive reuse for the Space with modern conveniences and must be ready for occupancy no later than August 15, 2026. Space within or fronting on the following boundaries will be considered: North: SW 272 Street. South: SW 328 Street. East: SW 142 Avenue. West: SW 197 Avenue.. To be included in this procurement interested offerors responding to this RLP shall address ALL the following when responding to this advertisement: Cover Page contains the following information: Proposed property address with map showing property within the delineated area. Name, phone number and e-mail address of property owner. Available space. Number of parking spaces. Date space is available. Documentation evidencing that proposed property is outside the 100-year flood plain. Documentation supporting offerors ability to meet all the Government s requirements identified in this advertisement. Offers must fully comply with all requirements and supporting documentation mandatory as per the Terms and Conditions of RLP # 36C248-26-R-0002 and all exhibits attached to this announcement. All documents must be final, must be signed and must be acknowledged by placing the offeror's initials on each page. EXHIBIT N - Deliverables IAW RLP 36C248-26-R-0002 has been included in this package to help Offerors determine the minimum documentation that needs to be included in the package. If claiming Socio-Economic status as Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB); offer must contain sufficient and clear documentation evidencing certified SDVOSB or VOSB status and must clearly show percentage of ownership and percentage of subcontracted work as well as the percentage of such work that will be done by SDVOSB or VOSB subcontractors. Any partnerships, joint ventures, or other types of associations must clearly state and provide all documentation related to the percentage of participation of the SDVOSB or VOSB on all activities related to the lease during pre and post occupancy phases as well as percentage of ownership of the SDVOSB or VOSB firm in the partnership. If you are responding and you are not the property owner, i.e., broker, offer must include a written signed statement from property owner (owner letterhead) authorizing you to represent the owner, in that case the offeror will be the owner, and all documentation provided must be signed by and completed accordingly. If not the owner but you are responding with an offer on your behalf; the only acceptable document to demonstrate ownership/interest in the property is a notarized Purchase/Sale contract that has been signed by all parties, is not expired will remain in full force and effect and that is conditional only to the award (or not) of the lease resulting from this procurement. Any written agreement to acquire the interest may not include an option for the purchaser to assign its interest. Also, the offer must indicate that the offeror is willing to agree to include the following language in the Lease: within 30 days after execution of this Lease, Lessor will demonstrate it has obtained satisfactory title showing fee simple ownership of the property. Fee simple title must be free of any encumbrance that may limit the rights, responsibilities, or liabilities of the parties to this Lease. Lessor s failure to provide evidence of fee simple ownership within the specified timeframe shall give VA an immediate right to terminate the Lease for default. If a termination for default occurs due to the lessor s failure to provide fee simple ownership within the specific timeframe, the lessor will not be entitled to any payment whatsoever under the lease . A market survey of offered properties will be conducted by VA staff after offers have been received.
