THIS REQUEST FOR INFORMATION (RFI) is issued in accordance with Federal Acquisition Regulations (FAR) 15.201(d) & (e). This RFI does not constitute a Request for Proposal (RFP), Invitation for Bid (IFB), or Request for Quotation (RFQ), and it is not to be construed as a commitment by the Government to enter into a contract, nor will the Government pay for the information submitted in response to this request. All information contained in this RFI is preliminary and is subject to change if, and when, a solicitation is issued.

Responses to this notice are not offers and cannot be accepted by the U.S. Government to form a binding contract. If a competitive solicitation is released, it will be synopsized on the System for Award Management (SAM.gov) website. It is the responsibility of the interested parties to monitor this site for additional information pertaining to this RFI, or future solicitations.

PROJECT SCOPE/DELIVERABLES: As a result of damages from Severe Storms, Straight Line Winds, Tornadoes, and Flooding March 14-15, 2025 in the Mississippi, FEMA is requesting local Contractors residing in and/or doing business in MS and the disaster declared counties for armed security guard services, and non-local Contractors are welcome to respond to this RFI as well.

Armed security guards responsibilities are inclusive of but not limited to providing and maintaining all management, supervision, manpower, material, training, equipment, supplies, licenses, permits, certificates, vehicles, insurance (vehicle), pre-employment screenings, reports, and files. The Contractor shall also plan, schedule, coordinate, and ensure effective performance necessary to accomplish security services at all FEMA joint field offices, disaster recovery sites, and/or community engagement events that will be described in a forthcoming statement of work in MS and the disaster declared counties of [Calhoun, Carroll, Covington, Grenada, Holmes, Humphreys, Issaquena, Itawamba, Jasper, Jefferson Davis, Lee, Leflore, Marion, Montgomery, Pike, Prentiss, Sharkey, Smith, Walthall, and Washington].

SUBMISSION OF CAPABILITY PACKAGES INSTRUCTIONS

Interested business owners shall submit a brief business capabilities' statement and SAM registration status via email to the Points of Contact listed below.

SAM Registration

Contractor shall provide the following:

1. Unique Entity Identifier (UEI) number

2. Confirmation of complete Active SAMs registration

3. FAR 52.226-3 Disaster or Emergency Area Representation.

(a) Set-aside area. The area covered in this request for information is inclusive of MS cities and counties but not limited to the disaster declared counties: (Calhoun, Carroll, Covington, Grenada, Holmes, Humphreys, Issaquena, Itawamba, Jasper, Jefferson Davis, Lee, Leflore, Marion, Montgomery, Pike, Prentiss, Sharkey, Smith, Walthall, and Washington) Mississippi.

  (b) Representations. The offeror represents that it □ does □ does not reside or primarily do business in the designated set-aside area.

This documentation should address, at a minimum, the following to demonstrate the vendor's capability to perform the requirements:

1. The vendor's capability/experience, equipment, labor, and necessary materials necessary to perform the security guard services

2. Past experience/Contracts

Please provide any additional information you deem relevant to respond to the specifics of the RFI. The Government is not requesting any proprietary information (financial/pricing) to be submitted, nor shall it be liable for any consequential damages for proprietary information included. Any information submitted to the RFI (e.g., capability statement) is subject to disclosure under the Freedom of Information Act, 5 USC 552 (a).
