NOTICE: 

  1. Contractors must acknowledge changes made to the subject Solicitation. This can be accomplished in their quote or in the email accompanying their quote. The Changes are as follows:
    1. Attachment 1 - Statement of Objectives (SOO): Changes are highlighted in yellow within the document.
    2. Attachment 2 - Pricing Schedule: Deadline to quote box is updated to Monday. 22 September 2025 at 1300 PDT.
    3. Combined Synopsis/Solicitation: Changes are highlighted in yellow within the document.
  2. The deadline to submit quotes is extended to Monday, 22 September 2025 at 1300 PDT.

This Request for Quote (RFQ) for qualified instruction of a Project Mangement Course for Vandenberg Space Force Base is prepared in accordance with the format in FAR Part 12 and FAR Part 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.   

This procurement is being issued as 100% Small Business set-aside under North American Industrial Classification Standard (NAICS) 611430 -  Professional and Management Development Training. This acquisition will be procured pursuant to the requirements in Federal Acquisition Regulation of FAR Part 12 and 13.

Please see the attached Combination synopsis/solicitation, Statement of Objectives, Pricing Schedule, Contract Clauses and Provisions, and Wage Determination for details.  Offerors are required to utilize the Pricing Schedule document to submit their quote, following the instructions contained therein, reference FAR 52.212-1, Instructions to Offerors, and the addendum thereto. 

The contract will be Firm Fixed Price (FFP) per the CLIN structure reflected in the attached Pricing Schedule. 

In accordance with FAR 52.204-7, all firms or individuals responding must be registered with the System for Award Management (SAM) (https://www.sam.gov).  Lack of registration in the SAM will make an offeror ineligible for contract award.
