Virtual Industry Day: Veterans Administration VISN 1 - Primary Reference Laboratory Services, Phlebotomy Services and Courier Service

The Department of Veterans Affairs’ Veteran Integrated Services Network 1 (VISN 1) is issuing this Special Notice in accordance with Federal Acquisition Regulation (FAR) 15.201(e), as a means of conducting market research to identify qualified contractors with the capability and the resources to meet the VISN 1, Laboratory, Phlebotomy and Courier Services requirement.  The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 621511.  The Product Service Code is Q301.

THIS IS A REQUEST FOR INFORMATION (RFI) ONLY.  THIS IS NOT A REQUEST FOR QUOTES (RFQ) or REQUEST FOR PROPOSALS (RFP). This RFI is issued solely for information and planning purposes only and does not constitute a solicitation, is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract, nor does the Government intend to pay for any information submitted as a result of this request.  All information received in response to this RFI that is marked proprietary will be handled accordingly.  The Government does not reimburse respondents for any costs associated with submission of the information being requested or, reimburse expenses incurred for responses to this RFI. Submission of any information in response to this market survey is purely voluntary.  Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.  Responders are solely responsible for all expenses associated with responding to this RFI.

VA Primary Reference Laboratory, Phlebotomy and Courier Services is gathering information for a new laboratory service contract that has an approved Laboratory Improvement Amendments (CLIA). The VA Laboratories will be reviewing laboratory accreditation services for high complexity volumes. For further information please see Attachment 2 and Attachments A-E.

This Request for Information (RFI) will be used to formulate a plan that best fits the VISN 1 requirements for laboratory accreditation and quality monitoring. We are exploring options with various levels of contracted service to fit VISN 1 requirements. Your input is vital for a solicitation and contract to be created that ensures a good partnership.

The purpose of  this notice is to inform the public of an upcoming industry days regarding the subject requirement. The industry day will serve as an opportunity to discuss the new requirements and foster continuous communications with industry. Feedback may be used, at the government’s discretion, to support efforts in further refining requirements in anticipation of the release of a formal solicitation.

We are seeking industry response regarding their interest in participating in the upcoming Industry Days detailed below (Dates and times subject to change).

INDUSTRY DAY

DAY: May 5-9, 2025

TIME: Vendors will be notified with a date and time by email.

PLACE: Virtual Event

Meeting presentation shall be no more than one (1) hour in length with 30 minutes of discussion. Organizations with confirmed deeming authority for laboratory accreditation under CLIA must coordinate with the VA to set up the RFI presentation meeting.

The Laboratory Services Industry Day presentation to cover the following element:

  1. Response to the Lab Accreditation Requirements Questions (see Attachment 1)
  2. Performance Work Statement (see Attachment 2)
  3. Attachment A – Test Menu 5YR
  4. Attachment B – Facility Locations and Contacts 5YR (Please do not schedule visits or call facilities about this requirement.  We are only performing Market Research)
  5. Attachment C – Other Services 5YR
  6. Attachment D – QASP VISN 1 Primary Reference Lab 5YR
