Amendment 0001:

THE PURPOSE OF AMENDMENT 0001 TO SOLICITATION W912BU25BA001 IS TO INCORPORATE THE FOLLOWING CHANGES:

A.) THE BID OPENING DATE IS BEING EXTENDED FROM 28 APRIL 2025 TO 5 MAY 2025 AT 2:00 PM EDT.

B.) PROVIDE ANSWERS TO THE RFIS SUBMITTED AND TO PROVIDE THE SIGN-IN SHEET FROM THE PRE-BID SITE VISIT.

C.) REVISE FAR 52.211-10, COMMENCEMENT, PROSECUTION, AND COMPLETION OF WORK.

D.) UPDATE DFARS CLAUSE 252.236-7001, CONTRACT DRAWINGS AND SPECIFICATIONS, AND FAR PROVISION 52.252-3, ALTERATIONS IN SOLICITATION.

PURPOSE: The Philadelphia District (NAP), U.S. Army Corps of Engineers (USACE), is issuing an Invitation for Bid (IFB) for a Firm Fixed-Price (FFP) construction contract for the Lewes and Rehoboth Canal Maintenance Dredging Project.

DESCRIPTION: The scope of this project will consist of maintenance dredging of approximately 90,000 cubic yards of sediment within the Lewes to Rehoboth Canal. Base contract work includes dredging between Lewes, DE and North Shores, DE with placement of the dredged material into one or both of the upland dredged material placement facilities in Lewes, DE between the canal and Cedar Street. There will be two (2) Options to dredge between North Shores and Rehoboth Bay with placement of the dredged material into one or both of the upland dredged material placement facilities in Lewes, DE between the canal and Cedar Street. Solicitation will allow hydraulic cutterhead or mechanical dredging to -6 feet MLLW (Datum) plus 1 foot allowable over depth. The base contract will also require minor earthwork for embankment improvements at one or both disposal areas.

Delivery Date: 365 Calendar Days from the Notice to Proceed (NTP)

Pre-Bid Site Visit: The pre-bid site visit has been scheduled for Tuesday, 8 April 2025 at 10:00 AM Eastern Time (EDT), at 400 Anglers Rd, Lewes, DE 19958.

There will only be one site visit. Bidders should inspect the job site prior to submitting an offer. Bidders should take such other steps as may be reasonably necessary to ascertain the nature and location of the work and the general and local conditions that can affect the work or the cost thereof. Failure to do so will not relieve offerors from the responsibility for properly estimating the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations concerning conditions made by any of its officers, agents or employees, unless included in the solicitation, the specifications or related documents.

REGISTRATION: Only registered persons will be permitted to attend the site visit. In addition to the information below, please also provide your firms name, firms CAGE and/or Unique Entity Identifier (a 12-character alphanumeric ID assigned to an entity by SAM.gov and formerly known as DUNS) number, and name and position title of primary point-of-contact and their telephone number and email address.
