PRE-SOLICITATION NOTICE:

The National Park Service, Interior Regions 3/4/5, Contracting Operations - Central, intends to issue an Invitation for Bids (IFB) for the replacement of the septic system for the Gale House at Lincoln Boyhood National Memorial in Indiana.

Work will consist of providing all labor, materials, tools and other equipment necessary for removal and replacement of the sanitary sewer system at the Gale House within Lincoln Boyhood National Memorial. This will include removing the existing septic tank & gravity sewer, abandoning the existing drain-field by capping observation ports and plugging the sewer lines, installation of a new septic tank, gravity sewer service lines, new dual pump sewage lift station and valve vault with automatic controls/flow measurement and new force main connecting to the existing gravity sewer at Lincoln Boyhood National Memorial.

PROJECT MAGNITUDE: Between $250,000 and $500,000

TYPE OF CONTRACT: This will be a firm-fixed price contract expected to be awarded to a prime contractor by early July 2025 with performance to begin promptly.

Construction Wage Rate Requirements for Spencer County, Indiana will apply.

EVALUATION FACTORS: After bids are publicly opened, an award will be made with reasonable promptness to that responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price and the price-related factors included in the invitation.

North American Industry Classification System (NAICS) CODE CLASSIFICATION and SET ASIDE: The NAICS Code is 238910, and the size standard is $19 million.

This project is set aside 100% for Total Small Businesses.

SITE VISIT: A site visit date, time, and meeting location will be announced in the solicitation. Offerors are highly encouraged to attend the scheduled site visit to inspect the site and to ensure they fully understand the requirement and conditions that may affect the cost of the project, specifications, and performance.

PUBLICIZING: The official solicitation and its attachments will be issued and available mid/late April 2025 and will be posted to the Contract Opportunities/SAM.gov website at https://sam.gov/content/opportunities .

The contracting office will not provide hardcopies or email copies of the solicitation.

REGISTRATIONS: In order to be awarded a contract, an offeror must have an UEI number. Also, the offeror must be registered and active in the System for Award Management (SAM), website at http://www.sam.gov, and have completed their Online Representations and Certifications at the time of the solicitation close date once the solicitation is posted.
