The USPFO for Nevada intends to award a single firm-fixed-price contract for non-personal construction services to provide all plant, labor, new and current material, transportation, tools, equipment, appliances, supplies, services, permits, insurance and supervision necessary to construct a new modified outdoor Qualification Training Range (QTR) at Hawthorne Army Depot, Nevada. The QTR will be programmed to train and test soldiers on the skills necessary to detect, identify, engage, and defeat stationary infantry targets in a tactical array, using the M16/M4, M9 pistol, M249 squad automatic weapon, M60, and M240B. The QTR will combine the capabilities of the10/25M Zeroing Range, Automated Record Fire Range, Combat Pistol Qualification Course, and the Multipurpose Machine Gun Range into a multi-use training facility. This QTR improvement project will support units from the Nevada Army National Guard. The new facility will be constructed on federal land. QTR COMPONENTS: Site access gate, Flagpole, Range operations control area with support buildings, Four Multipurpose Machine Gun (MPMG) and Automated Record Fire (ARF) fighting positions, 12 ARF fighting positions, 222 Stationary Infantry Target (SIT) emplacements, 16 barricades, 36 target boots, Four range limit markers, 38 range lane markers. QTR SUPPORT BUILDINGS: Range Operations Control Tower will house the Range Control Station (RCS), Data Termination Rack (DTR), instrumentation equipment, communications equipment, power panel (PP), and heating, ventilation, and air conditioning (HVAC), and it will accommodate range personnel. This structure will provide office space for personnel who are conducting training exercises and space for installation of the required electronics and communications equipment. Ammunition (Ammo) Breakdown Building will be used to distribute ammo when the range is active. Ammo will not be stored in this building. The building will be ventilated only and will not have an HVAC system. Range Operations Classroom Building will be used to educate/instruct personnel using the firing range. The building will accommodate a minimum of 40 students and 1 instructor, as per TC 25-8. The building will have movable tables, movable chairs, wall-mounted televisions, and an HVAC system. Latrines will be provided, with separate mens and womens facilities, and a storage room. Covered Mess. Bleacher Enclosure. This project will include grading and drainage and the additions of utilities and parking areas. AWARD WILL BE MADE TO THE RESPONSIBLE BIDDER WHOSE BID CONFORMS TO THE INVITATION FOR BIDS AND IS MOST ADVANTAGEOUS TO THE GOVERNMENT CONSIDERING ONLY PRICE AND PRICE RELATED FACTORS. Question 9 response, C-503 updated to include construction notes for timber stairs. Per RFI 02 ? Question 3 response, E-101 updated to indicate quantity of 4 inch conduit. The bid submission deadline is extended to Friday, May 23, 2025 at 1:00 PM PDT and bid opening will begin at 1:30 PM PDT on the same day. Additionally, if attending in-person a courtesy notification/reservation is requested NLT three (3) days before bid opening date by e-mail to alex.norris@us.af.mil.
