This is a Pre-Solicitation Notice.  This notice does NOT constitute a request for proposal, request for quote or invitation for bid.  Dobbins Air Reserve Base has a requirement to Furnish, Install and Test (EFI&T) two 12-strand Single Mode (SM) Fiber Optic Cables (FOC) from Information Transfer Building (ITB) 700 to Hangar 5 and Bldg 404 at Dobbins ARB, GA.  This requirement is 100% set-aside for Small Business.  Set-aside is in accordance with FAR 19.502-2.

Work consists of but is not limited to provide all equipment, tools, materials, supplies, transportation, labor, supervision, management, and other incidentals necessary to meet this requirement. The Contractor shall comply with the current TIA telecommunication installation and testing commercial standard and base installation standards.  All equipment, supplies, and materials provided shall be new and not refurbished.

Department of the Air Force, Air Force Reserve Command, 94th Contracting Flight, will solicit a contract to Install Diversity Fiber Connecting ITB 700 to Hangar 5 & Bldg. 404 at Dobbins ARB, GA.

NOTE: All contractors must be registered in the System for Award Management (SAM) program in order to receive a contract award from any DOD activity. NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract.

The solicitation will be available on or about 17 April 2025 on the Federal Business Opportunities web page at https://sam.gov Paper copies will not be available. The anticipated proposal bid closing date/time is 21 May 2025 @ 02:00 p.m. Eastern Standard Daylight Time.
