This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions."
The U.S. Army Corps of Engineers, Walla Walla District, Little Goose Powerhouse has a requirement to procure the services of Emerson Process Management Power & Water Solutions, Inc (Emerson) (who purchased the American Governor Company (AGC) in 2020), for upgrading the AGC governor programming and HMI displays at Little Goose Dam. Little Goose Dam Powerhouse is requesting to make the following changes to the governor programming and HMI: update program for a new unit controller, add voltage raise and lower, add metering display, add HMI overview displays in FactoryTalk SE in the control room, add time synchronization to the digital governor network, and test the new changes.
The statutory authority for this brand name acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, application for brand name descriptions.
The Government intends to solicit this action in Late May 2025. The NAICS code is 238210 Electrical Contractors and other Wiring Installation Contractors. The associated small business size standard as defined by the U.S. Small Business Administration is $19.0 million.
THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR BIDS. Interested concerns must show clear and convincing evidence that competition of this portion of the requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal, or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 10:00 AM Local Time on the notice end date, a solicitation will be made without further notice. Oral communications are not acceptable response to this notice. A determination by the Government to include the brand-name product in the solicitation is solely within the discretion of the Government.
