FINANCIAL SPECIALIST
The U.S. Department of the Treasury’s Office of Technical Assistance (OTA) supports the development of strong financial sectors and sound public financial management in countries where assistance is needed and there is a strong commitment to reform. OTA provides technical assistance in over 50 countries in five functional areas: economic crimes, government debt and infrastructure finance, budget and financial accountability, banking and financial services, and revenue policy and administration.
OTA is seeking a Financial Specialist to perform accounting functions and other financial related analyses in support of OTA projects. The person selected will be hired under a personal services contract. This position is located at OTA headquarters in Washington, DC.
RESPONSIBILITIES: Performs accounting functions, financial related analyses, and portfolio management to ensure accuracy and timeliness of official accounting records, reports, and cost information for OTA projects. This includes reviews of PSC budgets, taskings, and vouchers. Generates office reports for payroll and fund obligation, performs research related to financial and accounting aspects of program activities, reconciles 401(k) participant contributions with retirement savings plan accounts, and processes PRISM requisitions. Prepares PSC option year and contract closeout reconciliations. May assist in preparing biweekly payroll invoice interface and serve as backup to the Accountant.
QUALIFICATIONS: The candidate should have a minimum of 10 years of relevant professional experience, particularly in accounting or financial-related roles. Requires proficiency in applying financial concepts, principles, procedures, and techniques to complete reconciliations, produce detailed reports, and conduct related analyses. The candidate must be capable of providing guidance and support on financial matters to other financial specialists, program staff, and management. Additionally, they should have the ability to assist in developing and implementing new or revised financial procedures while advising management on improving financial management processes.
Precision and thoroughness in financial analysis, reporting, and documentation to ensure accuracy and compliance with policies and regulations is required.
Requires computer proficiency, including experience with word processing and the creation of reports, forms, and queries using Access Database and Excel spreadsheets. A willingness to learn and adapt to new tools and systems as needed is desired.
Familiarity with the National Finance Center (NFC) and Federal government accounting practices is preferred. Additional expertise in Treasury accounting systems is preferred. A bachelor’s degree in accounting or a related field is highly desired but can be substituted with working experience.
U.S. citizenship is required.

SALARY: In accordance with program regulations and based on demonstrated salary history, salaries range from $33.50 to $63.17 per hour.
Background checks and Security Clearance: Moderate Risk Public Trust position. Candidates will need to be eligible to obtain and maintain appropriate level of clearance.
