THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES
Naval Supply Systems Command (NAVSUP) Fleet Logistics Center San Diego (FLCSD) intends to award a firm fixed price contract to Instruments Incorporated 7263 Engineer Road, San Diego, CA 92111-1432. Under the authority of FAR 13.106 (1) only one responsible source and no other supplies or services will satisfy agency requirements. The requirement is for two (2) L2 Power Amplifiers and two (2) corresponding remote cables with Bayonet Neill-Concelman (BNC) connectors. This requirement is in support of Naval Postgraduate School (NPS)’s Physics Department used in laboratory research and physics classes. NPS currently has two (2) existing L2 Power Amplifiers and the new ones must fit into the existing research set up and connect with existing equipment.
The L2 Power Amplifiers are used for Naval underwater acoustics research and for teaching students in physics classes. The power amplifier must be a Class AB power amplifier, operate at up to 260 Volt Amperes (VA) continuous and 650 VA for 1 second output burst repeated at a duty cycle of 10%. The power amplifier should have an operational frequency range of 400 Hz to 100 kHz in the continuous mode and a range of 400 Hz to 40 kHz in higher-power pulsed mode. Additionally, it needs to be mountable in a standard 19” rack and be easily integrated into the existing laboratory. The awarded contract will be funded via Wide Area Workflow (WAWF). The contractor cannot cancel or discontinue shipment of supply unless directed by the Government. The anticipated award date of this action is on or before 28 August 2025. The applicable NAICS code is 334310 – Audio and Video Equipment Manufacturing.
This notice of intent is not a request for competitive proposals and no solicitation document exists for the requirement. Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information, in sufficient detail and with convincing evidence that clearly demonstrates the capability to provide the licenses and proof as being an authorized distributor of the product. Capability statements shall not exceed 6 (8.5 x 11 inch) pages using a font size no smaller than 10-point. All capability statements received by the due date of this notice will be considered by the Government. A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed with a sole source purchase order.
