This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6 in conjunction with FAR Part 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued. 1.a. Project Title: Education Platform Service 1.b. Description: The Long Beach VA Healthcare System is seeking a contractor to provide an Education Platform Service, Base Plus Four (4) Option Years. 1.c. Project Location: The Long Beach VA Healthcare System located at 5901 E. 7th St., Long Beach, CA. 1.d. Solicitation Number: Request for Quotes (RFQ) - 36C26225Q0866. 1.e. Set Aside: Unrestricted 1.f. The Veteran s Integrated Service Network 22 is seeking a contractor to provide a Commercially available off-the-shelf (COTS) Education Platform Service. The Contractor shall perform the required tasks and provide an online subscription-based Education Platform that meets the required salient characteristics (see Task and Salient Characteristics below) adhering to the S02 36C26225Q0866 attachment clauses and provisions. Note: Any offer that includes the commissioning of a custom-made solution (other than COTS) will be rejected. Deliverables: Provision of 700 education platform licenses for use by VA Long Beach Staff. Access to the system shall include provision of test preparation materials featuring contact hours covering nursing certification examinations, and an online clinical textbook featuring nursing topics. Unlimited Continuous Education (CE) contact hours are to be provided to use towards any education platform course. Content delivery methods shall include an intuitive online learning system providing 24 hour, 7-day a week access to entire content library. Contractor shall also provide audio courses for use within the system or on mobile devices and webinar courses. Provide instructor led classes to enhance learning when necessary. Task 2-Education Platform Management & Reporting-Contractor shall provide administrator functionality of the education platform. Deliverables: Administrator functionality of the education platform shall allow for the creation, updating, and access assignment of system users. The education platform provided by the contractor will also have an integrated reporting tool allowing managers to generate usage/compliance reports and user transcripts. Task 3-Training and Ongoing Support for Education Platform Deliverables: Training and On-Going support will be provided by the contractor in the form of administrator/power-user training and e-mail update newsletters. Salient Characteristics: Technology: online, web-based 24/7 access to live education events, seminars and live webinars for healthcare professionals providing immediate access to learning results, certifications and performance outcomes. On-Demand Webinars, users can watch recorded webinars on their schedule. Measurable Outcomes: Improve workforce, organization, and patient results via 24/7 user access to web-based online CEU platform with up-to-date trainings for specialty certification exam review for 49 nursing specialties and clinical staff. Trust and Security: System is user account and password secured, with safeguard for sensitive data with enterprise-grade infrastructure and continuous threat protection. Resources: are provided via 24/7 access with focus on clinical, continuing education, certification preparation, professional development, and compliance training. Content and competency tools: kept relevant and fresh with regular updates and 24/7 services and support. Clinician and adult learning experts on staff ensuring subject matter expertise and up to date content relevance. Provision of courses with 250+ unique certifications and access to more than 2,400 nursing courses. Magnet: Access to Magnet-approved curriculum developed by certified nurses and aligned with the credentialing board s exam outline. Curriculum provided via multiple modalities to prepare clinical users for board certification for all forty-nine nursing specialties and other clinical certifications. Curriculum: Provide access to self-paced courses focus on certification exam core topics for nursing specialties which ensure clinicians practice current standards of care in topics including home health, rehabilitative therapy, hospice & palliative care, advanced dementia & memory care, wound care, mental health & substance use treatment & care, intellectual & developmental disabilities, skilled nursing, emergency department & services, and community health-specific courses. Continuing Education Units (CEU): CEU awarded by boards for variety of healthcare disciplines in addition to nursing (Social Work, Dental, Occupational Therapists, Radiology Technicians, Physicians, Physical Therapists, etc.). Provide state nursing board CEUs across all U.S. states (*Important in VHA as nurses within VA are not required to have the nursing license of the state they work in). 3.
