The USPFO for South Carolina intends to issue an Invitation for Bid to award a single firm fixed- price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to renovate and enlarge a corrosion control facility by utilizing conventional design and construction methods at McEntire JNGB. The scope of this project will consist of a properly sited and configured Corrosion Control Facility supporting 24 PAA F-16 aircraft. It will include facility addition of like construction, all architecturally compatible with existing facility. It also includes reconfigured existing interior spaces, mechanical, electrical systems and modified latrines, replaced heating, ventilation and air conditioning (HVAC) systems, improved electrical distribution system, replaced roof systems. All building additions and alterations will be compatible with applicable Department of Defense (DoD), Air Force, and installation design standards and criteria. In addition, local materials and construction techniques shall be used where cost effective. The work is located at McEntire Joint National Guard Base near Eastover in Richland County, South Carolina. The base award CLIN is anticipated to be as follows:

The contract duration will be a total of 480 days after notice to proceed. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45,000,000.00. The magnitude of the project is between $5,000,000.00 and $10,000,000.00.

BRAND NAME/SOLE SOURCE: This project requires brand name specific products and Sole Source requirements. A justification will be posted upon issuance of and attached to the solicitation. The brand name products/Sole Source requirements included in this acquisition include the following:

1. Automatic Logic - Provided by Harris Integrated Solutions (HVAC Controls)
2. Stanley/Best Lock Systems (Master Key System, Cores & Locksets)
3. Monaco MAAP(+) (Fire Alarm Panel, Transceivers, Antennas & Fiber Interface

Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008), 
LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent 
subcontract amount that cannot be exceeded”.

In accordance with FAR 36.211(b), the following information is provided:
(1)  The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.
(2)  Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. 

The tentative date for issuing the solicitation is on-or-about 1 May 2025. Prospective bidders are highly encouraged to attend a pre-bid conference and site visit: See Clause 52.236-27 for exact time and date. The date and time for the pre-bid conference will be identified in the solicitation and will be held at McEntire Joint National Guard Base 169th FW, CE Conference Room, 1325 South Carolina Road, Building 1071,Eastover, SC 29044. Interested contractors shall follow conference registration and base access requirements as outlined in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted in writing via email to jonathan.bailey.28@us.af.mil and david.viers@us.af.mil no later than 5 days prior to conference.
