Notice of Intent to Sole Source Award

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The Billings Area Indian Health Service, Blackfeet Service Unit, Browning, Montana intends to award a firm fixed price sole source contract under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to State of Montana, Department of Health and Human Services, 2401 Colonial Drive, Helena, Montana 59601.  

The North American Industry Classification System (NAICS) code for this requirement is 621511 - Medical Laboratories. The object of this sole source award is for the supplies and services required to collect specimens and conduct laboratory testing and reporting as required by the State of Montana's Public Health Laboratory.  The collection, transportation, testing, and reporting of patient specimens shall be completed in accordance with regulatory and accreditation requirements such as, but not limited to, CLIA, OSHA, DOT, CAP, and TJC.  The Montana Department of Health and Human Services (MT DPHHS) is the only qualified laboratory in Montana to perform and report the test results.  

This synopsis does not constitute a solicitation; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain clear and convincing evidence that competition of this requirement would be advantageous to the Government. If parties choose to respond, any cost associated with preparation and submission of data or any other cost incurred in response to this announcement are the sole responsibility of respondent and will not be reimbursed by the Government.
