The Department of Homeland Security (DHS) Federal Emergency Management Agency (FEMA) Procurement Section is issuing Request for Quotation (RFQ) for the purpose of procuring toner cartridges in Maui, County within the State of Hawaii for Disaster 4724.
A single award will be made to the responsible offeror submitting an overall quote that is Best Value Trade Off. This procurement is a Local Set Aside, 100% Small Business set-aside and the associated North American Industrial Classification System (NAICS) code for this procurement is Office Machinery and Equipment Rental and Leasing, with a small business size standard of $40,000,000.00.
Period of Performance will be 6-month base with four (4) 3-month option period. Contractors are requested to submit rates to provide the services outlined in the Attachment 1 Performance Work Statement. Offerors shall complete the Attachment 2 Pricing Sheet and Attachment 3 verification of Local Set Aside Determination.
Attachment 3 Pricing Worksheet. Do not change the government provided estimated level of effort; simply complete insert the fixed rate. The government will confirm calculations for accuracy.
The Government may award single contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be the best value to the Government’s needs, price and other factors considered. The factors are listed below in descending order of importance. All evaluation factors, other than price, when combined, are significantly more important than price. The following factors shall be used to evaluate offers:
A. Factor 1 – Technical Specification
The offerors shall demonstrate meeting the technical specifications of providing Copiers Color and Black & White.
B. Factor 2 – Delivery Plan
The offerors shall describe the no-later-than date of delivery to FEMA AFO and IA building. Offeror shall consider the OCONUS delivery locations, as well as weather and transportation availability to factor into the plan.
A. Factor 3 – Price
The price proposal shall include Total Cost per Contract Line Item (CLIN) filled into the Attachment 2 Pricing Sheet.
