Spangdahlem Air Base has a requirement for custodial services.
The Contractor shall accomplish all cleaning tasks and be required to provide and replenish soap and paper products in all restrooms identified in Appendices A and B, in order to meet the requirements of the attached PWS and the Service Summary.
Site visit is scheduled for Wednesday, 18 December 2024 10:00 a.m. Central European Time (CET). Attendance of the site visit and the subsequent briefing regarding the HTRO process is highly recommended. Please email the below POCs by Friday, 13 Dec 2024, 03:00 p.m. (CET) if and how many representatives from your company plan on attending the site visit and the briefing. For each visitor please provide a copy of their passport. Additionally, please let the POCs know, if you have base access to Spangdahlem Air Base. Meeting point will be the Visitor Control Center by the main gate at Spangdahlem Air Base.
Please be advised that ongoing security checks may not be completed in time for the site visit scheduled for Wednesday. As a result, some individuals may not receive base access in time for the visit.
Please note that the Government will not reimburse any expenses incurred in preparation for the site visit, regardless of whether base access is granted.
We want to assure you that your participation in the site visit is not a prerequisite for submitting questions or quotes, and you remain fully eligible for contract award. We encourage you to submit any questions you may have and to provide your quotes by the specified deadline.
Any questions brought up during the site visit will be recorded and related answers will be distributed after the site visit to all interested parties.
Questions arising during the site visit, briefing, or after shall be addressed to the POCs below via email within the time indicated in the solicitation; Monday, 30 December 2024, 09:00 a.m. CET. The Q&A Session will be posted on www.sam.gov and emailed to the participants of the site visit.

Regarding the Pass/Fail validation of license to operate and required certifications, we would like to highlight the following:
Self Scoring Matrix 3.2.2.1 - Required license to operate in Germany
If a prime contractor/offeror can provide proof with their quotation that their subcontractor/teaming partner possesses the necessary license to operate in Germany and can document that they, as the prime contractor, are in the process of obtaining such license; the above mentioned structure is acceptable to satisfy the evaluation criteria. By contract award date – currently approx. 30 days after offer due date – proof of the obtained license has to be provided by prime contractor or otherwise they will be ineligible for award. Progress of the application process has to be provided between offer due date and anticipated contract award date.
Self Scoring Matrix 3.2.2.2 – The prime and the subcontractor need to comply with the certification requirement by either possessing the ISO 9001 and/or RAL-GZ-902 certification.
