Description


This is a combined synopsis/solicitation for the annual weight testing and inspection services requirement of the NJ Air National Guard.  This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued.  This solicitation is issued as a Request for Quotation (RFQ).  This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-04, effective 11 June 2025.  This procurement is Set-Aside 100% for Small Business. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance.  The small business size standard is $12,500,000.

The basis for award is Price. The government intends to evaluate quotes and make an award without discussions (except clarifications as described in FAR 15.306(a)). The government intends to issue a single, firm-fixed-price award.

The following commercial services are requested in this solicitation:

CLIN 0001: Base Year - Annual Weight Testing and Inspection Services; 1 JOB

CLIN 0002: Option Year 1 - Annual Weight Testing and Inspection Services; 1 JOB

CLIN 0003: Option Year 2 - Annual Weight Testing and Inspection Services; 1 JOB

CLIN 0004: Option Year 3 - Annual Weight Testing and Inspection Services; 1 JOB

CLIN 0005: Option Year 4 - Annual Weight Testing and Inspection Services; 1 JOB

To be quoted as Unit Price and Total Dollar Amount using the attached Price Schedule (Attachment 3)

Details of the requirements are provided in the Performance Work Statement (Attachment 1). 

Quotes must include the company name, address, contact name and title, phone number, e-mail address, Commercial and Government Entity (CAGE) Code, SAM.gov Unique Entity ID (UEI) and Federal Tax Identification.

Please refer to Attachment 2 for details of provisions and clauses applicable to this solicitation. All Representations and Certifications shall be completed within the contractor's profile on the System for Award Management (SAM), www.sam.gov
