Description


This is a request for an Architect & Engineer (A&E) qualification package only. No solicitation package will be issued in this phase.

The U.S. Embassy in Rome is seeking firms capable of performing Architect & Engineer (A&E) Services.

Project Overview: The intention of the potential solicitation is to obtain Engineering and Design Services for construction, repair, replacement, demolition, alteration, and improvements of new rainwater collection and sewage systems within the Embassy compound in Rome, Italy. The estimated value of this service is between $100,000 and $250,000.

Submission Requirements: Interested firms responding to this announcement will be considered for selection using the following evaluation criteria:

  1. Relevant Professional Qualifications:
    • The firm and A&E staff representing the project or signing drawings in each discipline shall be fully registered/licensed by the local authority in Italy.
    • Fluency in written and spoken English is required.
    • The firm shall have an established office in Italy.
    • Knowledge of Italian and U.S. urbanistic and construction regulations and laws is essential.
    • Required professionals for this service include:
      • Architect
      • Hydraulic Engineer
      • Civil Engineer
      • Safety Coordinator
      • Geologist
      • Surveyor
      • Archeologist
  2. Specialized Experience and Technical Competence:
    • The firm shall be licensed and have specialized experience and technical competence in the following areas:
      • Interior and Exterior Architecture
      • Engineering (PE) (electrical, telecom, civil, structural, mechanical, plumbing, geotechnical)
      • Plumbing
      • Mechanical
      • Fire Protection
      • Structural
      • Industrial Hygiene
      • Cost Estimating or Quantity Surveyors
      • Safety (in accordance with local regulations)
      • Project Management
      • Zoning and Landscaping expertise
      • Excavation in archaeological sensitive areas
      • Urban Planner
      • Transportation Planner
      • Operations and Maintenance (expertise in local market conditions)
  3. Past Performance:
    • Demonstrated success on similar projects in terms of quality of work, compliance with performance schedules, cost/schedule controls, and program/project management techniques.
    • Briefly describe internal quality assurance and cost control procedures. Indicate effectiveness by listing budget/estimated construction cost, award amount, final design estimate, and construction changes for five projects held in the last 10 years.
    • Demonstrated prior experience with host country codes, standards, and practices.
    • Demonstrated ability to coordinate with local and U.S. professionals engaged under separate agreements to provide other services (e.g., boundary, topographical surveys, material, and methods testing, geotechnical investigations)
    • Projects should demonstrate prior experience in the following Italian design categories:
      • D.05: Water supply, pipeline and distribution systems, urban sewerage, underwater pipelines, methane pipelines, and gas pipelines with special technical problems.
      • E.18: Furnishings with elements purchased from the market, gardens, playgrounds, squares, and open-air public spaces.
      • V.03: Roads, tram lines, railways, railroads with study difficulties, excluding works of art and stations, to be compensated separately. Cableway and funicular systems, airport runways, and similar.
    • The firm shall demonstrate prior experience with U.S. construction codes, U.S. Government, and “Comune di Roma e Sopraintendenza” (Municipality of Rome and Superintendency) of the city of Rome in Italy, in terms of cost control, quality of work, permitting, and compliance with performance schedules.
  4. Personnel Capacity:
    • The firm shall demonstrate the capacity to accomplish the work within the required time frame.
  5. Geographic Location and Local Knowledge:
    • The firm shall be located in the general geographic area of the project and possess knowledge of the locality of the project.

Selection Procedures:

As per the above, interested firms will be considered for an initial evaluation by responding to this announcement and submitting the following documents:

  • A qualifying Standard Form 330 (SF-330) (attached)
  • Firm professional qualifications
  • Resume for key personnel
  • Firm specialized experience and technical competence
  • Past performance

One only firm will be selected following the initial evaluation of the A&E firms’ submissions. A Request for Quotation (RFQ) will follow and sent only to the highest technically rated A&E firm able to meet the requirements above.

Submittals received after the date and time will not be considered.

It is important to make sure the submission is made in specific size and format, in MS Office, o Pdf, or zip formats. The file size must not exceed 25MB. If the file size should exceed 25MB, the submission must be made in separate files and attached to separate emails with less than 25MB each.
