Historically Underutilized Business Zone (HUBZone) Certification


The Historically Underutilized Business Zones (HUBZone) program was established by the Small Business Administration (SBA) to help small businesses in both urban and rural communities. HUBZones are areas of the country that have been underutilized for federal contracting. Unlike other set-asides, such as WOSB, VOSB, and 8(a), the HUBZone set-aside has to do more with the location of the business and its employees.

Benefits for HUBZone-certified companies include:


The government limits competition for certain federal contracts to businesses in HUBZones. Obtaining HUBZone certification makes your business eligible to compete for the program’s set-aside contracts and a 10 percent price evaluation preference in open contract competitions.

  • Competitive and sole source contracting.
  • 10 percent price evaluation preference in full and open contract competitions.
  • Subcontracting opportunities.
  • Contracting officers may post opportunities in which only HUBZone entities can submit offers.

Program Qualifications


To qualify for the HUBZone program, a business must:

  • Be a small business by SBA standards.
  • Be owned and controlled at least 51% by U.S. citizens, or a Community Development Corporation, an agricultural cooperative, or an Indian tribe.
  • Have a primary location within a "Historically Underutilized Business Zone," which includes lands considered "Indian Country" and military facilities closed by the Base Realignment and Closure Act.
  • At least 35 percent of its employees must also reside in a HUBZone.

Length of Registration


The HUBZone registration must be updated once a year to maintain the set-aside status. USFCR manages the renewal process for our clients.
